There are a ton of collectors on this site who are more experienced than I am, but I'll try to answer your question.
I think a complete set doesn't need to include reverse holos, while a master set includes every variant of every card in that set.
The bottom line is you should decide as a collector what your goal is. If you want to aim for complete sets, it'll be tough. If you want master sets, it'll be even tougher. Try to decide what you enjoy most and set your goals accordingly.

Okay, i suppose "Master Sets" is what I was asking about then and not "complete sets" Master Sets" is what ill strive for at least for my first set getting back into the hobby! Thank you so much for your input.
Qustion in the title. I am new so just trying to figure out if i should keep a non-holo and revers holo and holo of each type as i collect.
